Born in Slutsk (BSSR, today the Republic of Belarus).
Graduated from the design department of the Belarusian State Theater and Art Institute .
He worked together in a duet with Sergei Voichenko .
The "Project of the Century. 12 of the 20th" by Vladimir Tsesler and Sergei Voichenko, in which the twelve most significant artists of the 20th century were presented in the form of eggs, became widely known. The project was exhibited at the Pushkin Museum im. Pushkin in Moscow (1999 - 2000), at the Ludwig Museum at the State Russian Museum in St. Petersburg (2000), at the Venice Biennale (2005).
He takes an active part in the development of the city car project - Yo-mobile.
He was forced to emigrate from Belarus.
