Artist, public figure. He worked in the techniques of watercolor, drawing, etching, and lithography. The main theme of his works was Belarusian landscapes.

He was a member of the CCP-BPF Sejm. He was one of the first organizers of the liberation upsurge in the late 1980s, when throughout Belarus patriots formed the structures of the Belarusian People's Front "Adradzhenne".

The works are in the National Art Museum of Belarus (Minsk), the Museum of Contemporary Fine Arts (Minsk), the Historical and Cultural Museum (Zaslavl), the Museum of Belarusian Polesie (Pinsk), the Museum "Saved Art Values" (Brest), the N. The humanitarian and educational public association "Commonwealth of Polesie" proposed that the authorities of Pinsk and the local Council of Deputies name the city art school after Evgeniy Shatokhin. The initiative did not receive the support of officials. Representatives of the general public believe that the negative response from the authorities is due to the artist’s political views - he was a member of the leadership of the CCP-BPF.
